This staff recommendation reflects consideration of factors including MPO visions and policies (as documented in Paths to a Sustainable Region, the MPO's long-range transportation plan); federal guidance; national goals and planning factors;  contributions to a balanced mix of modes in the region; geographic equity; UPWP Committee member priorities; and other regional priorities.
