The
following is a list of the motions made at the MPO meeting on May 7, 2015, to
determine programming for the Draft FFYs 2016–20 Transportation Improvement
Program for public review, and for the Long-Range Transportation Plan, Charting Progress to 2040 Draft List of
Projects and Programs for Modeling.
Motions:
Move into FFY 2016 of the TIP the Boston – Traffic Signal Improvements at 10
Intersections project at $3.03 million
Reduce cash flows in FFY 2016 of the TIP for
the Route 128 Add-a-Lane project by $3.03
million
Increase cash flows in FFY 2017 of the TIP for
the Route 128 Add-a-Lane project by
that amount
Remove from FFY 2017, the Hingham – Intersection Improvements at Derby
Street project
Motion passed: South Shore Coalition and SouthWest Advisory Planning Committee voted no; all others
voted yes
Move into FFY 2017 of the TIP the Brookline – Gateway East project at $4.8
million
Reduce cash flows in FFY 2017 of the TIP for
the Route 128 Add-a-Lane project by
$4.77 million
Remove from FFY 2016 of the TIP the Clean Air
and Mobility Program at $375 thousand
Increase cash flows in FFY 2016 of the TIP for
the Route 128 Add-a-Lane project by
$370 thousand
Increase cash flows in FFY 2018 of the TIP for
the Route 128 Add-a-Lane project by
$4.4 million

Move into FFY 2018 of the TIP the Newton/Needham – Reconstruction of Highland
Avenue and Needham Street project
Remove from FFY 2018 the Walpole – Reconstruction
of Route 1A project

Move into FFY 2020 of the TIP and LRTP, the Boston – Reconstruction of Rutherford Avenue
project at $20 million for that year with the remainder in the next LRTP time
band, FFYs 2021–25

Restore in FFY 2020 of the TIP and LRTP, the Salem – Reconstruction of Bridge Street project
at $16 million and program the remainder in the FFYs 2021–25 time band

That the MPO express its support for the
I-95/I-93 Canton Interchange Project, and that the MPO recognize its importance
in providing a needed level of transportation service and promoting much needed
economic development in the region and the commonwealth, and that the MPO
direct the MPO chair to send a letter to the governor informing him of this
action today, and stating that the MPO urges the governor to reinstate the
state funding for this project so that the project can go forward in whole or
in part, particularly the Dedham Street Corridor, so that it remains on the FFY
2015 TIP or is funded for the 2016 TIP, with the interchange itself going
forward in the following year.

That the MPO go on record as supporting the Canton Interchange project and request
the state to find funding for it; no letter will be sent to the governor.
