Title VI of the Civil Rights Act of 1964 provides that “no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subject to discrimination under any program or activity receiving federal financial assistance.” Every three years, the MBTA is required to submit a report that documents the steps the Authority has taken and will take to ensure that it complies with the requirements of Title VI. This 2011 Title VI report is prepared in accordance with the guidance of the Federal Transit Administration (FTA), found in Circular 4702.1A, and incorporates the reporting requirements set forth therein. It was developed in cooperation with the MBTA´s Title VI Working Group and with guidance from the FTA´s Region I Civil Rights Officer.
